The county manager shall prepare and submit to council for approval, policies providing
for the payment or reimbursement of expenses while on official travel for county business,
moving expenses, professional fees and dues, and tuition and fees for educational
programs for county public officials and employees and certain nonemployees who are
applicants for county employment or are assisting the county in conducting recruiting
assessments. For purposes of sections 2-141 through 2-143, the term "county public officials" includes councilors, the clerk, the assessor,
the sheriff, the municipal judge, and council appointed board, commission and committee
members.
