§ 30-86. Coverage.

  • (a)

    Those persons specified in subsections (2), (3), (5), and (7) of section 30-85 shall be entitled to all of the rights and privileges to which other employees are entitled except that they shall be employed at will, and personnel rules and regulations relating to progressive discipline and just cause for disciplinary actions and involuntary demotions, appeals of such actions, and grievances do not apply.

    (b)

    Assistant county attorneys serve at will to the county attorney; deputy utilities managers serve at will to the utilities manager; and department heads and deputy or assistant managers serve at will to the manager.

    (c)

    Unless provided otherwise in any written employment agreement, appointment to the non-competitive service shall be based upon meeting the qualification requirements and shall be made for an indefinite term, subject to termination at any time by the appropriate person designated in subsection (b) of this section. Unless provided otherwise in a written employment agreement, no severance payment may be made to any employee without approval by council.
