§ 30-82. Policy.

  • (a)

    The personnel policy of this county is as follows:

    (1)

    Employment in the county government shall be based on merit, qualification and ability.

    (2)

    Just and equitable incentives and conditions of employment shall be established and maintained to promote efficiency and economy in the operation of the county government.

    (3)

    Positions having similar duties and responsibilities shall be classified and compensated on a uniform basis.

    (4)

    Actions requiring the application of merit principles shall be based on tests and evaluations as indicated.

    (5)

    Every consideration shall be given to the rights and interests of employees consistent with the best interests of the public and the county.

    (6)

    Continued employment of employees covered by this article shall be subject to good behavior, the satisfactory performance of work, necessity for the performance of work and the availability of funds.

    (7)

    High morale shall be promoted by the fair administration of this article.

    (8)

    Every employee is expected to comply with the spirit and intent of this merit system.

    (b)

    The personnel system, as established by this article and rules and regulations, and as administered in accordance therewith, shall conform to the policy outline in subsection (a) of this section.
