§ 32-5. Failure or refusal to pay collection fees; assessment.

  • If any person or unauthorized user as identified in section 32-3 owning or controlling real property, fails or refuses to pay the fees or charges imposed for refuse collection and disposal services as provided in this chapter, the amount of such unpaid charges or fees shall be made an assessment against such real property or any improvements contained thereon. If any person or user utilizing services but not owning real property such as a renter is duly designated as responsible for payment of fees by a landlord, then the tenant shall be required to make a security deposit as required by the county manager prior to receiving service.
