§ 31-1. Purpose of article.

  • The purpose of this article is to provide for the fair and equitable treatment of all persons involved in public purchasing by the county, to maximize the purchasing value of public funds in procurement and to provide safeguards for maintaining a procurement system of quality and integrity. As provided in Article X, Section 6, of the Constitution of the State of New Mexico, in Section 13-1-98K NMSA 1978, and Article I, Sec. 103 of the Los Alamos Municipal Charter, the county may exercise all legislative powers and perform all functions not expressly denied by general law or by other provisions of the County Charter. In the absence of the exercise of any such power, the county may act in the manner provided by law. To that end, this article shall govern all purchasing transactions of the county and shall serve to exempt the county from all provisions of the New Mexico Procurement Code, Secs. 13-1-28—13-1-199 NMSA 1978 et al.
