§ 30-91. Rule adoption; change.

  • (a)

    The county personnel rules and regulations are incorporated by reference in this section, and have the same force and effect as if they were contained in their entirety in this section. The manager shall recommend such new or revised personnel rules and regulations as deemed desirable; and any other person or organization proposing such rules or revisions shall first submit them to the manager for review and comment. The manager shall submit to the personnel board the rules and regulations or revisions developed on his initiative, or those submitted by others with his comments and recommendations. Proposed rules and regulations or revisions shall be forwarded to the council by the personnel board with its recommendations. The manager may also submit his comments and recommendations to the council. The council may, by motion, adopt the proposed rules and regulations or revisions with or without amendment.

    (b)

    The rules and regulations shall include:

    (1)

    Classification of all county positions;

    (2)

    A pay plan;

    (3)

    Methods for determining the merit, qualification and ability of candidates for appointment or promotion;

    (4)

    Policies and procedures regulating reduction in force and removal of employees;

    (5)

    The hours of work, attendance regulations and provisions for sick and vacation leave;

    (6)

    Policies and procedures governing probationary periods of employment;

    (7)

    Policies and procedures governing relationships with employee organizations;

    (8)

    Policies regarding in-service training programs; and

    (9)

    Other practices and procedures necessary to the administration of the county personnel system.
